Unlike most classical music it's not in public domain and is protected by copyright laws.
Although you can download a lot of free sheet music to newer works these are because the composer/songwriter/publisher allows you to and allows sites free access to the music.
However, unless he's recently changed his mind, Andrew Lloyd Weber is very protective of his music and enforces the copyright laws. I may be wrong but I don't think you can legally download any of his music for free. If you find a site that lets you download his music for free it's probably doing so illegally.
However, it really isn't that expensive to buy full score sheet music at you local music store or buy it legally on-line. On-line the full score runs between $12.00 to $20.00, depending who you order from. Music stores with back stock will usually sell scores for much less.
